He's a good example of how the switch from Captains to Majors has put too many inexperienced people in charge. Being an Lt for few years in a non-law enforcement role like community relations doesn't adequately prepare you to be a division commander. Anyone promoted to division commander should have spent 3 years minimum as an Lt in a division. Anyone promoted to be a Major leading detectives should also have spent 3 years minimum as an Lt leading detectives.
