I get so sick and tired of people talking about the Captain position like it was some ethereal position independent from the policies of the Chief of Police. Most of you talking about Captains were not even hired when Captains oversaw the districts. I was there! I can tell you there was no sense of revolution from the policies of the Chief's Office. Captains did not readily argue or resist the "Puzzle Palace" as some try to argue.
At the end of the day, the Chief was the Chief and the Captains could have been transferred from the districts at will. Don't be misled by false stories by veterans who want you to think there was a time when a Captain could tell the Chief's Office to pound sand. It just didn't happen!
