The west end people have been saying similar things. Lay down long enough and people eventually pick up a gun to deal with the criminals themselves. The perspective of the east end whites who run Metro and LMPD is that west end blacks are used to violent crime and would never go vigilante. I doubt LMPD will ever really know if they do, or if they are, because LMPD's street-level intel is weak at best.
