Spotshotter doesn't lead to many arrests, you say? This is exactly why other PD's stopped using them. You must have a surveillance network capable of automated tracking that follows the suspect from the crime scene. Go talk to the Army if you want to do this right, otherwise its a waste of money and time. Be prepared for the expense of surveillance aerostats and drones. Its all got to be done from the air.
