Those ideas were used in Boston and other cities to good effect. But it's easy to announce and plan. It's hard to execute well and follow through. There's been no shortage of strategic planning on violent prevention, federal task force announcements and the rest, but there's been too little follow through. The courts, corrections, lawmakers, community groups, churches, federal agencies, state agencies and many others have to step up to the plate. It's mostly been business as usual here.
You can't make an effective gang task force without law enforcement leaders and trainers experienced in gang enforcement. The people who think you can take any investigator and throw them into a gang unit without a serious amount of training and experienced leaders are extremely naive. They have to bring people in from the outside to help do this, and by that I mean people from other big city PDs.
