This ruling by the US 4th Circuit throws cold water on the idea you have no 1st amendment rights. Public employees have more 1st amendment rights than private employees. It is a gray area and a legal minefield for employers taking adverse actions for posts made outside of work.

Spotshotter doesn't lead to many arrests, you say? This is exactly why other PD's stopped using them. You must have a surveillance network capable of automated tracking that follows the suspect from the crime scene. Go talk to the Army if you want to do this right, otherwise its a waste of money and time. Be prepared for the expense of surveillance aerostats and drones. Its all got to be done from the air. Ground based caneras are too easy to locate and evade.

(WHAS11) -- The Louisville Metro Police Department is continuing to warn the public about a suspect that police say is robbing people at gunpoint in the areas of Okolona, Highview, and PRP. Thursday morning, they struck again two more times. Police said there are a man and woman who have targeted and robbed six senior citizens around Louisville since Monday.

It's a sad day when the NCAA believes fake news from a prostitute seeking fame and fortune and hangs the whole university. The other women she alleged to have been involved sued her for slander. Now maybe someone in Louisville will take the idea of an NBA team seriously so we can all pour our money and time into that team instead of the waste-of-space NCAA. The players at the top of college basketball deserve to get a reasonable cut from the billions in revenues anyhow.

A mistrial has been declared today in Bill Cosby's criminal trial for the 2004 rape of Andrea Constand. The decision has for now spared the once-beloved actor from a potential decade behind bars, and comes at the end of over 50 hours of deliberation by the jury in Norristown, PA, which first went to Judge Steven O'Neill on June 15 to say it was deadlocked - at that time he told them to "try again," which they've done for the past two days.

After just over an hour of deliberations on Saturday, the jurors informed the court that they were still "hopelessly deadlocked" on all the charges. Not that this is all over for the 79-year old Cosby - at least not yet. Within minutes of the mistrial being declared, the Montgomery County District Attorney's office announced in court and online that they will retry the case.

Harper claims he told Mayor Greg Fischer that dissolving a plainclothes crime-fighting unit known as the FLEX Platoon last year was a "wrong choice and that it would have serious negative effects in the community, especially in the West-End," thereby "raising his concerns of Chief Conrad's mismanagement of LMPD." Harper said Fischer had asked him for his opinion on the issue. A few days later, Conrad told Harper not to speak to Fischer about "LMPD policy or strategy," according to the lawsuit.

Harper also provided Councilman David James, a former LMPD officer, information about an Oct. 17, 2016, email concerning Victory Park gang members, according to the suit. The suit claims Harper was then "immediately summoned" to Conrad's office for giving James the information. Conrad told Harper he was giving James and other council members "too much information about crimes," according to the suit.

"In Louisville, we pay our dues and then some. According to a report by the Office of Revenue Analysis, Louisville is home to the eighth worst tax burden in the country. And what do our local leaders do with all that money? In many instances, they waste it on unnecessary programs. For example, Mayor Fischer recently proposed spending 5.4 million dollars to build a government-owned broadband network. He wants to install this new network alongside of Kentucky Wired's network. If you're not familiar, Kentucky Wired is another government-run broadband system that's already facing financial failure with an $11 million funding gap.

So as Louisville taxpayers, that means we get to pay for two unnecessary government programs. And for what? Louisville is already home to 39 separate Internet Service Providers who compete for customers.

With Louisville's worsening drug epidemic and rising violent crime, think of the good we could achieve for public safety with that money. Instead, the mayor wants to spend millions of dollars to compete with the private sector. That's bad governance.

It's likely that Mayor Fischer's network will turn into a backdoor government subsidy for Google. So instead of putting more officers on the streets, our mayor would give Google, a $600 billion company, a $5 million government handout. That's wrong and we should make our voices heard before any more of our tax dollars are wasted. "

Those seen taking down signs asking for information on a crime should go to top of the list of suspects. Chances are they're at least friends or relatives of the perpetrator, who are likely criminals themselves. It may be time to set up some bait signs and see what happens.

The council voted down a proposal to hire more officers with the surplus. The ones voting against are obviously crying alligator tears about the homicides.

The best advice anyone could give to a new officer, or anyone else, is to find a job in a place that isn't intent on becoming another Detroit. In 20 years, this city will be much worse than today. Louisville's worst days are still ahead of it thanks to decades of incompetence here and in Frankfort.

These arrogant Louisville judges are finally being told by those above them that they aren't the gods they think they are. I'd sue for slander and pursue judicial misconduct charges if I were that officer.

The day after the shooting at the Orlando, Pulse nightclub on June 12th, 2016, the deadliest terrorist attack in the United States since 9/11. We are our worst enemy. I like thousands of others yesterday afternoon watched the WLKY news chopper coverage of the pursuit yesterday. Excellent job... bad guy got caught and nobody got hurt. However, in this day and age of overhead news choppers, dashcams, body cams, youtube, cell phone video, overzealous desk jockeys in PIU PSU and the chief's office, there are officers on our platoons who cannot control their emotions and display as much on live tv. We all know who they are. The bad guy definetly deserved what he got but what was accomplished? A few hot head officers were able to vent their anger for a few minutes. More importantly, the bad guy is now labelled a victim. Attorneys will be lining up for the civil rights violation case that is sure to follow. It was just a good thing that the suspect was not a black guy. New, more restrictive policy will be coming from the chief's office. Rest assured a colonoscopy is currently underway by the chief's office to see who was where and who did what. No stone will be unturned. News chopper footage will be examined in slow motion detail, CAD records will be poured over, bodycam footage will be watched over and over, and audio tape will be pulled to hear all transmissions. You're right. I was not there. But in 15 years I have been to plenty of scenes just like the one from yesterday and it's always the same thing. A few officers can't keep themselves in check. Don't give me that crap that the bad guy was resisting or reaching in his waist band... good luck with that ususal defense. There were so many officers crawling over the top of themselves that they looked like flies on a turd. If the bad guy had pulled a gun, officers would have shot themselves in cross fire. In addition, the officers who delivered the thumping will be hailed as heroes at roll calls and everybody will be giddy about the good job they did while secretly whispering to themselves "glad it wasn't me" since those officers will be under investitgation for months. When new restrictive policy comes out from the chief's office, we'll all sit around the roll call table complaining, but we will have no one to blame but ourselves. We are our own worst enemy.

India woman attacked with acid for fifth time

"A woman in the Indian state of Uttar Pradesh who survived an alleged gang-rape and four separate acid attacks has been targeted again by an acid-thrower. She was attacked outside a women's hostel in Lucknow while getting water from a hand pump, police said. The woman, 35, had been receiving round-the-clock police protection because of the previous attacks, which were linked to a property dispute.

She was allegedly gang-raped and first attacked with acid by two men in 2008, over a property dispute, the details of which are not clear. The same two men are then accused of throwing acid at her twice more - in 2012 and 2013 - to try and get her to drop the criminal charges against them. n March, she was attacked again while travelling on a train with her daughter. This time she was forced to drink acid. Two men are facing trial for all of the attacks but were released on bail in April, the AFP agency reports. According to government figures, there are hundreds of such attacks involving acid each year in India, although campaigners say the real figures are much higher"

Law enforcement from around the Metro gathered to address the decrease in delicious soft frozen foods. There has been a 20% decrease in their consumption compared to the same time last year. LMPD Chief Steve Conrad announced the formation of a task force made up of members of the FBI, DEA, ATF and the U.S. Marshall's office. Operation Tutti Frutti will focus on the conditions that lead to frozen dessert deprivation, such as not havin' no job. Conrad appealed to the community for help, asking people to come forward with information about new flavors. The department also plans to assign another 30 officers currently in patrol and detective positions to the Rainbow Sherbet Diversity task force.

The American Civil Liberties Union claims that its goal is to protect the individual rights of every citizen -- but apparently that mission doesn't extend to America's police officers. ACLU leaders just made a sick move in their ongoing fight against "Blue Lives Matter" legislation, and made it painfully clear where they stand. However, the ACLU is fighting against those pro-police changes. "Law enforcement are already the most protected class under law," ACLU Legislative Counsel Kanya Bennett said. "There is no need to further criminalize actions against them or increase cops' legal protection."

Bennett's explanation to the Caller was essentially that mandatory minimum sentences for people who target police officers would get in the way of sentencing reform, a movement which aims to reduce, not increase, the penalties and prison time for offenders.

The ACLU's position puts them at odds against not only Kentucky's new law, but Attorney General Jeff Sessions. The Trump-appointed official has called for tougher minimum sentences for criminals, including those who traffic and distribute synthetic drugs. "The (ACLU) organization recently joined with more than 60 other justice groups in writing a letter in opposition to a synthetic drug bill raising sentences and granting Sessions more power in prosecuting drug crimes," the Caller reported.

In the cases of both anti-drug trafficking laws and pro-police bills, the ACLU has taken a strange position that seems to side with law breakers over law enforcement. "We just want to educate congresspeople on how damaging these 'Blue Lives Matter' bills can be, if you want to call them that," ACLU's Kanya Bennett said. In his view, it's apparently "damaging" to criminals to actually face hard consequences for their actions.

A small group actually supports the no confidence vote but not enough to pass it. Most of them are too afraid of making Fischer mad because he controls the hand outs they need for their re-election. The others see Conrad as an embarrassing albatross that will cost Fischer the election next year. Most people wrote off west end crime a long time ago as inevitable, including most of the council people and activists from there. They see police as a bigger problem than the murderers, although they give the murder victims' families lip service as if they care, which they don't. The west end will eventually reach 150 to 200 murders per year in the next decade unless a real set of leaders step up to replace Fischer and this assortment of has-beens and self-centered egotists. We'll probably also reach 600 overdose deaths per year too. The gang turf wars and heroin epidemic isn't going away anytime soon as long as the peacewalker is handing out ice cream cones instead of telling the department to do its job.

This mayor is a joke, and looks like he has stolen ideas from a former commander on this police dept. Where was this plan 6 years ago? And he still thinks this chief is great.

Fischer touched on several other things the city plans to help with, including hiring 55 new LMPD officers and calling for gun reform from Frankfort. 

He added that poverty can drive many of the problems the city faces in 2017.

"Poverty is often at the root of much of our crime," he said. "Today, one in seven Louisvillians lived in concentrated poverty. That's unacceptable."

Fischer also used the time to tout recent development in some of the aforementioned "hot-spot neighborhoods. For example, he cited "unprecedented levels of investment in west Louisville."

"These investments will mean better jobs, more opportunities, and a better quality of life," he said.

Speaking to the "spirit" of Muhammad Ali as he ended his prepared statement, Fischer called on citizens to draw a correlation between the story Ali told in his life and the one the city can use for its future.

"Let's capture that spirit. Let's nurture it in all our children," he said. "Ali's story is far from over. And ours is just beginning. Let's a write a new chapter in the history of Louisville, one where everyone in every neighborhood has an open path to greatness."

Here's an example of how wrong it is to say drug dealing is a victimless crime and they shouldn't be put behind bars. It's also an example of how drug violence is spreading far beyond the west end, all the way down to south of the Gene Snyder. The victims are lucky to be alive. It's pretty clear they would have been murdered had one of them not escaped.

"Donnie Ashby cut off a victim's finger with bolt cutters. Ashby and his alleged accomplice Anna "Nikki" Patterson held the three victims at gun point, tied up them up with cords and pistol whipped them. One victim managed to run away, get help and call the police. Police conducted a search warrant at Inn Town Suites and found more than an ounce of methamphetamine, heroin, suboxone pills and "assorted paraphernalia" including digital scales. The pair's arrest reports also stated that text messages in Patterson's phone indicated that they were selling drugs. Police said Patterson was sound with a large amount of money in her pants. "
