LMPD chief defends changes to department, says he asked mayor for more officers

He has the power to demote Majors, same as the council has the power to change his whole budget and the merit system to what they think it needs to be. They could make Major a merit rank next week or remove division commanders from the definition of command staff. They used to be Captains.
