LMPD chief defends changes to department, says he asked mayor for more officers

The way Homicide let a guy tear up their room and urinate is a perfect example. 20 years ago his face would have slammed on the floor. 10 years ago he'd have been sprayed. Today they let them do whatever they want. Anything to avoid filling out forms, being investigated by PSU and PIU for the next year and suspended by a guy who hasn't put hands on a suspect since Ronald Reagan's 1st term.
