Johnson appears to be blaming someone for stigmatizing the area. Why doesn't he blame himself for not recruiting any lifeguards from that area? Who wants to drive across down for $10 per hour for any job? Some people love to blame others too much to acknowledge their own failures. Offer more money and recruit some local people or shut it down.
