Policing isn't just an individual activity but also a small group and large group activity. If the best police officer in the United States worked here, he or she would still be hamstrung by the lack of strategy, tactics, planning and communication. Conrad's like a very poor head coach who insists the way to win in the NFL is running up the middle every time, which you could equate to community policing and reactive patrol. He has no grasp of proactive policing or anti-gang policing, which you could compare to passing in a football game. White has similar problems but at least allowed Narcotics and Flex to do some crimefighting. The long term effect has been raising a whole generation of officers, Sgts, Lts, and command who don't know anything but a narrow subset of what police are supposed to do.
