He was making a well informed guess. Insecure officers making excuses for laying down have been playing the rookie card for decades. Those they can't call rookies or new guys they call squirrels. Anything to justify them collecting a check for little to nothing like a self-entitled spoiled child of government handouts. Most of them have a family, beer buddy or old casual sex protector somewhere up above who shields them from reprimands and suspensions.
