The traditional law enforcement approach doesn't work with large militarized groups like the Mexican cartels are. They employ people trained in intelligence and military special operations. You must treat them as you would an insurgency or terrorist organization or a foreign intelligence agency. They routinely bribe and blackmail to get information from law enforcement. They also bribe to influence political decisions. Anyone could be under their influence. They intercept phone calls and hack computers.
