They simply lack adequate leadership. The hugathug Mayor hired his hugathug Chief who trains Lts to think and act like him. This nonsense about blaming the community for crime and saying police can't affect crime rates proves he's not the right man to lead this department. He will leave eventually, either because he's carted out thanks to pedogate malfeasance or because the Mayor loses next year. Either way, it will be a very long road to restore this department to even being half as effective as LPD and JCPD.

Some people like the current situation, like those who think all police are too racist to make an arrest like the left-wing activist troll on this site. The bigger problem are the misguided and dangerously incompetent "leaders" whose poor decisions are literally costing people their lives because this department isn't doing all it can to stop crime. I implore all of them to tender their resignations for the good of the people of Louisville. There are plenty of social worker jobs going unfilled they can take instead.

It's easily remedied but not by statistics alone like the Harry Potter book club clan downtown thinks. You must have competent Sergeants and Lieutenants who are deeply involved in the work and know when people are screwing up or being lazy. They must clearly communicate that if you don't carry your weight, then you will end up back on a beat. When the COs start slacking, then nearly every unit except those having the absolute best of the best will fall apart. There are not many people who are truly self-driven, so most need an occasional kick in the butt.
