They are a lot like yapping chihuahuas. The may complain in hearings, but the Chief always succeeds in stonewalling them and they've always given in to whatever the Mayor wants. If the pass back a budget that raises the number of officers to 1400 and makes them bring back Flex, then I may reconsider that view. Until then they're all talk and no show.
