I'm always surprised to hear how little most officers understand how the process works. It is pretty shocking that even some veterans believe PSU makes the call as to when to charge officers. Some officers even believe PIU makes the call when in fact most of the time it is the County Attorney or the Commonwealth Attorney. PIU builds the case files and sends their findings over. That's why PIU never arrests officers "on the spot" when they legally could.

"If the PSU would've uncovered allegations of criminal conduct, it would've been given to the PIU"
This hasn't been determined or else it hasn't been revealed to the public yet. The metro council and mayor heard enough to call for investigations and they're still investigating. PIU and PSU are just the Chief's investigators and aren't independent enough to decide his guilt or adherence to policy or even their own.
