Whoever Fischer would bring in won't be any different. It would be someone from the command in-crowd if he doesn't offer it to one of the retired command staff the Mayor hired. Any of them would take a $200,000 job and would just be a less experienced carbon copy of Conrad. There are very few Lts or Command who know how to run a proactive detective unit to combat street violence. It's not the same as investigating after the fact or just busting people for a small quantity of drugs. The next Chief will have to come from a good department somewhere else and bring some command staff with him or her to make a difference.
