Handing off more responsibilities to the Sheriff is the only realistic plan to reduce homicides that I've read. Build it and they will come. The day after its known the Sheriff is assuming investigative duties, he'd have plenty people applying to do that job if he doesn't already have them. Nobody really likes working at LMPD except the privileged few working the system to get undeserved promotions to jobs they'll never do well.
