There is a website for all of the Mayor's strategic plans, including the one from 2013 that applied to police. They describe a utopian vision for letting juveniles avoid the criminal justice system entirely and other lofty goals for reducing crime through replacing law enforcement with social work. Conrad was hired because he was drinking the same community policing kool-aid as the Mayor and his staff. Instead of reducing crime, homicides went from 62 in 2012 to 123 in 2016. The theory that social work by another name and public relations can totally replace the proactive policing that LPD used to do has failed Louisville miserably.

Conrad's plans each year depend entirely on Fischer's stategy. It's a top down process not bottom up like it should be.
