8 to 12 officers per 12 hour shift is wayyyyyyy to few officers.... Many divisions should have 20 to 25 beat cars working every shift/every day. When only about 35 to 40% or less of the department is assigned to patrol. THERE IS A PROBLEM

Two problems with yesterday's appearance by the Chief: 1. He has already submitted his budget request for next fiscal year. If he said anything to the council regarding numbers it would have to be what he requested in the budget. There is a good chance he didn't ask for 100 more officers so he is now in a catch 22. If he did ask for 100 or more officers then he steals the thunder from the Mayor when he announces his public safety part of the new budget.

2. The Chief really has no plan of action to address the rising crime rate in Louisville. He denies that other parts of the city are experiencing rises in property crime etc. We all know the statistics are manipulated from the report to the reporting system. Resources are constantly being reallocated to backfill all the special events and details every week. Take that and the concentration of manpower to the west end area and other parts of the city are severely underserved. Just check the rosters of on duty officers in the outlying divisions.

This is not entirely the Chief's fault as he must follow the Mayor's wishes. The Mayor spends an extraordinary amount of time and money on fancy office creations. Office of safe neighborhoods is a prime example of wasted resources. City government is full of bureaus and fancy titled people who show little or no results promoting effective public safety.

So it is no wonder the Chief can't or won't answer specific questions to the council as he is caught in the middle. Take a look when the next budget comes out from the Mayor and you will see increased funding for lots of feel good programs that have no impact on the city's public safety.

Here is a suggestion for the city council......Have the Mayor himself come before the council and answer the questions put to the Chief. Ask the Mayor for proof that the tax payer funded offfice of safe neighborhoods is actually showing tangible results as well as other offices supposedly supporting public safety. The Mayor himself not one of his assistants.
