Who would the better replacement be? There are a few older guys who used to know how to police, but after 15 years of Metro I'm not sure they do anymore. They have all been humming Steve's tune too long. I don't see any natural leaders on LMPD and nobody hired since merger has ever had to police aggressively. The more recent hires don't even know how to do it and think they'll get sued. The department frankly lacks the right people to run LMPD in a manner that would reduce the homicides.
