When an officer kills somebody, LMPD releases their name almost immediately. Why hasn't the department released any information about the person who killed Officer Rodman? Once again, command takes the less transparent route. It must just be force of habit.

Cincinnati, OH - 44-year-old Jamie Urton (pictured right) was brutally murdered, moments after what witnesses say was a total accident, in which a 4-year-old boy was struck with his car. Police are on the hunt for the suspect, Deonte Baber. A said witness said that on March 24th, Urton was returning to work from a lunch break when he appeared to become distracted by a group of people shouting and acting aggressively towards cars. The witness said Urton looked toward the drivers side when the 4-year-old boy dashed into Kenton Street on the passenger side and was struck by Urton's vehicle. "So he (Urton) was looking out his driver's side and hit the kid on the right side because he didn't know what was going on," the witness told WLWT.

Jamie Urton immediately stopped after hitting the child.

That is when the man with the child, later identified as his father, Jamall Killings and 25-year-old Deonte Baber attacked Urton. "You could hear him wailing, saying, 'I'm sorry, I'm so sorry.' The guy was reaching in the window, beating him up in the window." That is when witnesses say Baber pulled a gun and shot Urton. He continued to shoot, even after Uton was dead. "He just fell, he just stopped and they kept going at, after he stopped. They kept shooting him. After his arms dropped and there was no life left in him anymore, they shot him again." "He didn't mean to do it. He was bawling his eyes out, saying he was sorry, begging for mercy, basically, and they shot him," the witness said. During a 911 call later released by the Cincinnatti Police Department and reported by WLWT, you can hear a full confession from one man in his bizarre attempt to comfort the 4-year-old. "You're ok? And I took care of that dude. I killed him. He dead. He dead. That dude that hit you by the car, he dead. I killed him. I'm serious, he's dead. The dude that hit you with the car, I killed him, Jamal. He dead. You hear me? He's dead. I killed him."

They finally released the name of the man who killed Officer Rodman. Arrested for felonies in 2011 and 2015 and involved in organized crime yet the system couldn't manage to keep him behind bars. The judges, prosecutors and corrections people responsible should be asked why. There hasn't been a cop killer with a clean record around here in many years. Kentucky's courts and corrections are ridiculous. Frankfort needs to overhaul the entire system this year while the right people are in charge.

This story omits his offenses in 2010, 2011 and in western KY. The guy had enough to face a PFO charge and have no bond. He could have also been indicted on federal charges. He wasn't. Someone should get to the bottom of it all. Every officer murdered in KY in the last few years was also murdered by someone who should have been prison.

Here's another murder suspect and victim brought to you courtesy of our permanently broken justice system.

Released from prison in 2013 after being convicted of robbery. Arrested May 2016 for drug trafficking and possession of a handgun by a felon. Instead of being charged by the state as a persistent felon or indicted by the federal government, he mysteriously ended up back on Louisville streets so he could murder a man in February.

"Louisville Metro Police have arrested a man in connection with a homicide that happened in February. Officers with LMPD's Homicide Unit arrested 35-year-old LaQuan Owsley on Saturday morning, according to a post placed on the official LMPD Facebook page. Police say Owsley is charged with murder in connection with the death of 21-year-old Sean Shoemaker. Shoemaker's body was found in a pond near the 5000 block of Woodridge Lake Boulevard in the Valley Station area on February 27."

Listened to the WHAS fundraiser for Nick today... very nice. Asking this question because I don't know the answer, but how is the surviving family set financially with regards to Nick's In the Line of Duty Death? Does the family receive a monthly benefit, lump sum payment, percentage of original pay or what?

Violent night: LMPD investigating 4 murders in 5 hours

LOUISVILLE, Ky. (WDRB) -- A violent night in Louisville, as police respond to four murders in five hours. Homicide detectives responded about 10:30 p.m. Thursday to a report of shots fired on Wilmoth Road. That's near Campground Road and Cane Run Road. When they arrived, they discovered a man dead in a car. No word on how the man died. Two people were shot to death just before 3 a.m. Friday at the Americana Apartments on Kingston Drive near Southside Drive. Louisville Metro Police spokesperson Alicia Smiley says officers were called about reported gunshots. They found the two bodies in separate locations, but they did not say where they were found. Police have no suspects. Then, at about 3:30 a.m. Friday, police were called to a home on Dale Road near Greenwood and Terry Roads in south Louisville where they found the body of a woman in a home. No word on a suspect.

The video says a murder suspect admitted to shooting and killing a woman he just met, destroyed the Homicide interview room, ripped the dry erase board off the wall, kicked a hole in the wall and urinated on the floor. Prison reform failed California like it's failed Kentucky

The most recent statistics from the U.S. Department of Justice show violent crime rates in some California cities has increased by over 50 percent," said Michele Hanisee, president of the Association of Los Angeles Deputy District Attorneys. "If you look at the national data, our violent crime rates are going up faster than the rest of the nation. So why?"

Prosecutors and police have an explanation -- a series of prison reform measures, which reduce the state prison population by 20,000 inmates by releasing non-violent offenders early and making some felonies misdemeanors. One law, Assembly Bill 109, transferred 60,000 felony parole violators a year from state prison to county control. The measure saved California $100 million but some argue it was not without casualties.

"You're passing these propositions, you're creating these laws that are raising crime," complained Whittier Police Chief Jeff Piper following the fatal shooting of a member of his force. "It's not good for our community and it's not good for our officers." Piper believes AB 109 contributed to the February 20 death of Whittier police officer Keith Boyer. The shooting suspect is convicted felon Michael Mejia, who court records show cycled in and out of prison several times between 2010 and 2016 for various charges including robbery and grand theft auto. After his release from Pelican Bay State Prison in April 2016, he violated parole four times. Under the old law, he would have returned to prison but under AB 109, he received a ten-day "flash incarceration" in county jail. Just days later, he allegedly killed Boyer and his own cousin and injured another officer. "Ten days in jail, which for a hardened criminal is a slap on the wrist, has no effect," said Hanisee.

Yet another cop-hating white-hating lifelong criminal who some judge or prosecutor set free to kill innocent people in the name of his false idol

FRESNO, Calif. -- Three men were having a seemingly ordinary day in downtown Fresno, California, before they were singled out at random and killed by a black gunman targeting white victims, police said.

The men happened to be on the same block, but had no known connection to each other or to the shooter, Kori Ali Muhammad, who told police he wanted to kill as many white people as he could before he was captured.

Advertisement One victim, a 34-year-old father of two preschoolers, was on the job when he was shot Tuesday in the passenger seat of a Pacific Gas & Electric utility truck. The driver wasn't hit and sped toward the police department, but his partner couldn't be saved.

Another victim, a 37-year-old man, had just picked up a bag of groceries Tuesday at a Catholic Charities building when he was gunned down.

Stephen Hughes, 66, said he and his wife rushed home Tuesday after receiving a frantic call from a neighbour to find a body draped in a blanket on the sidewalk leading to his front door.

"It looks like a guy carrying his groceries home from the store," Hughes said. The third victim, a 59-year-old man, was gunned down in the parking of the Catholic Charities building. "These were unprovoked attacks," Fresno police Chief Jerry Dyer said.

Two Latina women and a child crossed paths with Muhammad but were luckier. Muhammad pointed the gun at them as they sat in their car trying to flee, but didn't shoot. Muhammad, 39, is in custody and is expected to be charged with four counts of murder -- for Tuesday's three victims and 25-year-old Motel 6 security guard, Carl Williams, another white man who Muhammad shot last week. He also faces at least two additional charges of assault with a deadly weapon.

Police had been looking for Muhammad in the Williams killing, and Muhammad said seeing his own name and picture in a press release Tuesday morning helped spur the rampage.

Muhammad had shorn off the braids featured in his wanted pictures and YouTube videos, fired 16 rounds in less than two minutes at four places within a block. "I did it. I shot them," Muhammad told officers as they arrested him, according to the chief. During the arrest, Muhammad shouted "Allahu Akbar," but Dyer said the shootings had "nothing to do with terrorism in spite of the statement he made." "This is solely based on race," Dyer said. Police are searching for the revolver Muhammad said he tossed into a pile of clothing. The gun may have been picked up by someone else, Dyer said.

On what appeared to be Muhammad's Facebook page, he repeatedly posted ".LetBlackPeopleGo" and encouraged "black warriors" to "mount up." A flurry of posts emerged in the past day.

He wrote that his "kill rate increases tremendously on the other side" and also posted about "white devils," themes he dwelled on in hip-hop videos that he posted on YouTube. Muhammad has a criminal history that includes arrests on weapons, drugs and false imprisonment charges and making terrorist threats. He had been associated with gangs but he was not a confirmed member, police say. Muhammad was charged in 2005 with possessing cocaine with intent to distribute, court records show. Federal prosecutors said at the time that he was also in possession of a 9mm semi-automatic handgun and two rifles after being convicted of a felony.

He claimed insanity, and his attorney requested a psychiatric examination for his client, saying Muhammad "appeared eccentric with some bizarre beliefs."

You really have to wonder what in the h3ll is happening here. The Mayor must be telling the Chief to keep his mouth shut about the number of additional officers needed.

Here's the unofficial answer. There is no real correct answer. The department could easily reduce the homicides with the current number of officers IF they policed proactively. If they identify and arrest the 10% of hardcore criminals who do most serious crime for anything possible to keep them off the streets, and if the courts put them in prison for as long as possible, then murders will drop. Proactive zero tolerance enforcement is proven to work in cities like New York. Louisville's problem isn't a lack of officers, but a lack of a workable strategy and a lack of commitment to put the most serious criminals behind bars by the courts, the state legislature and law enforcement alike. You start to fix this by hiring a Chief who believes in that kind of enforcement as Conrad clearly never will. Then you put as much political pressure on the judges and state legislature as possible. All those places who decided to empty their prisons for politics and to save money are now seeing serious crime go up and up each year.

I honestly don't blame the chief. Most of the blame is with the Jefferson County Judicial System. I would say most of these people either shot or doing the shooting, more than likely have records and probably should still be in jail. It's commonly known by even criminals, the court system here is so easy, they come here to commit crimes. These judges and prosecutors are so afraid of doing their jobs anymore, they try so hard to be PC. Go anywhere but here or Lexington and tell me I'm wrong. Anywhere else in this state, the system actually holds criminals accountable.

I would love to see someone sue the system because a loved one was killed by another that should have been behind bars. Of course it would not go very far.
