I'm a little perplexed about the criminal charges. The age of consent is 16 which is the age of the victim when this started. As for position of authority, this needs to be explained in this case. Just because the perp is a cop it doesn't necessarily make the position one of authority especially since this wasn't an arresting situation.

If any of it's true, then the public could fully expect resignations of all command staff having knowledge of it. Being sued may force the Mayor's hand in bringing in investigators who don't answer to the Chief to figure out what occurred. PIU and PSU have inherent conflicts of interest with anything possibly involving the Chief.
