and it's a glaring conflict of interest for the same county attorney responsible for defending Metro from civil lawsuits to be deciding which Metro officers and employees are charged with a crime. Charging them and offering evidence of their guilt would aide potential lawsuits against Metro. They need to establish a separate legal department to handle Metro's legal defense.

Your commentary on its face appears to be well thought out and intelligently written, but consider this:
The primary purpose for investigations is not to serve as a resource for employment considerations for other agencies. Sure, other agencies should be able to have access to all COMPLETED internal investigations of prospective officers they are considering hiring. But, to suggest an investigation should be completed for the sole purpose of providing a new employer information about a former employee isn't, and should not be, the mission of ANY investigation.

When an employee leaves metro, they are categorized as either eligible for reemployment or not.
An employee who was fired or resigned under pressure would (or should) not be eligible for rehire. That bit of information should be enough for one agency to determine whether or not to hire a former officer.
However, you then see places like Bullitt County. Does no one there even remotely keep up with current or recent events before hiring someone?
