That's kind of like saying you can't charge DC because someone causing affront or annoyance to the population in general doesn't intend (or know) the specific person(s) to whom he's being disorderly toward. TT can be charged even though the threat may not be directed toward a specific known, or unknown individual. Think bomb threat....
