I won't speak to this incident, but generally speaking departments bring a lot of these problems on themselves. Back in the day when putting your hands on suspects didn't get you automatically suspended and sued, police didn't feel the need to pull their weapons as often. You often pulled a long metal flashlight full of D-batteries or a PR-24. The lawyers decided this created too much liability, so we started teaching police to talk, tazer or shoot, removing all the other intermediate weapons. We started pretending that a petite 100lb person could apply the appropriate weapon in the force continnum as well as someone twice their size. This will never be true no matter how much politically correct and legally mandated bulls--t is taught in training classes. Not today, not ever.

If you want violent crime to down and shootings to decrease, then start teaching police how to police the way that worked in the past, instead of how to be a PIO with a gun.
