No satisfactory answer has been offered publicly by LMPD Command on the question of the criminal investigation. It's appeared for many years as if they are so eager to get people out the door quietly that they offer to drop all charges if they resign. PSU drops administrative investigations automatically upon resignation. Other departments finish them out in case they get sued or the person tries to come back later.
