Look up the term vicarious liability. Departments are legally liable for a lack of training, so if a Detective really screws up, the city taxpayers get to pay for it. What LMPD really needs is to create a separate Deputy Chief for Investigations and hire a career investigator to run it. Nobody at the top has the required experience and skillset to manage the detective units of a city this size. Administration and Patrol experience doesn't cut it.
