I think you have missed the point. The highlands already is an overwhelmingly progressive, liberal area of the county. Low income families are being funneled into section 8 housing in the suburbs and often times more rural areas in order to breed loyal, democratic voters in predominantly "conservative" areas of the country. Just look what has happened in Bardstown, Elizabethtown, Jeffersontown and on and on... In just a few generations, this will change the socio-economic make up and create new hotbeds of liberal, progressive footsoldiers. It was all mapped out years ago with President Obama's gentrification plan through the office of Housing and Urban Development. Just scroll through some of the links below.
