Not the O.P. but the Republican sheriff in between Greene and Aubrey is who brought in the merit system for deputies to curtail the politics. Even so, politics still exists, just not as much as at LMPD since they turned patrol over to the political Majors. Aubrey's had JCSO mostly on auto-pilot and his claim to fame has mainly been avoiding controversy.
