I wouldn't want to be head of a full service law enforcement agency in my 70s either. Only over-60 retirees have run it since the days of Jim Green and old retirees will never want to turn it into the kind of full service agency. Get someone in their 40s or early 50s in there and they might have a better idea than being just a court services agency.
