Well, if this terrific idea isn't a breeding ground for corruption? "Interruptors" getting paid by the criminals to turn a blind eye and look the other way. So basically, these former gang members and convicted felons will probably be getting paid off by the street thugs to not be a snitch, the same thing they've already been doing anyway for free.
