The only people who need police vehicles are those transporting prisoners, making stops on duty and doing surveillance of suspects. If the office people need a car they can drive a spare patrol vehicle. Get rid of all other vehicles. Those making $100,000 to $180,000 can afford to pay for their own off duty vehicle. The money saved can be used to hire more officers. Anyone who hasn't taken police action off duty in their vehicle at least once in the last 2 years should be told to park it for the next year and try again later.
