If the chief hadn't been in uniform in front of the media pulling for Clinton he wouldn't be called out. Yes it was a violation of policy.

An armband isn't electioneering. Blue Lives Matter isn't a political candidate in a race. Endorsing a Presidential candidate and disparaging another while speaking on behalf of LMPD to reporters in uniform appears to be electioneering. It's close enough that the Ethics Commission should be reviewing what he did. They won't, of course, because the rules don't usually apply to people at the top.
