Reasons why there wasn't an officer available for that intersection

1. LMPD is losing officers more quickly than can be replaced.

2. LMPD is a low morale department so people often resign unexpectedly or retire at minimum retirement age.

3. It takes 1-2 years for someone applying to LMPD to become a solo officer.

4. The academy and field training periods are ridiculously long for lateral transfers already having police experience.

5. LMPD's pay and benefits aren't competitive with many other departments also needing to hire officers.

6. LMPD has wasted lots of manpower by promoting too many people for positions the department doesn't need.

7. LMPD has many people who don't take their job seriously and are allowed to lay down at work, especially those having connections to people at the top.

8. LMPD dos not have the detectives it needs to go after violent street criminals. The department has virtually no capacity for counter-gang enforcement.

9. The Chief has reduced detective manpower to make up for shortages in patrol, including disbanding all of the Flex units.

10. A flex unit is who would have been watching that area the day that teenager got murdered.

It's high time for the Chief and his administration to lay out a detailed plan for reversing their bad decisions and fix this mess or else retire.
