Obama's "21st century policing" is now a dead concept thanks to the election. The whole idea was that the US Department of Justice was going to re-invent community oriented policing and ramrod their version onto police departments through the grant process. If you failed to comply, they would withhold your money and maybe even go after you in civil court for violating rights. They're now packing their bags and looking for new jobs. Conrad grasped onto it because he was looking for more backing that his failed strategy of "just be nice" to stop murders here in Louisville was still viable. It didn't take a genius to predict that you can't prevent violent homicides without a serious undercover and advanced investigative capability aimed at street gangs dealing dope. Chief White and he are both 1-trick community policing ponies. He's got nothing left in his trick bag except to hand off all responsibility to other agencies that never had the manpower to do all the required proactive detective work in Louisville.
