The rehiring is because so few off the street want to be an LMPD officer anymore or go into law enforcement period. They have to do something to keep the department staffed.

I.A. was Detectives not Sgt's in the old LPD and JCPD days. There's nothing inherently wrong with that especially if he's got experience and doesn't ever need to go back to a division.

If you look at a recent video put out by LMPD it says PIU and PSU are made up of Commanding Officer's... NOPE, LIE! He will be making scenes and investigating cases and making another 100 grand .. HUGE MISTAKE CHIEF CONRAD
