She has as much of a chance as anyone else now that she's gone outside. LMPD has never hired a Chief internally and probably never will. Promoting inexperienced Lieutenants to political Major positions breeds loyal political assistants to "the man in charge", not the kinds of leaders that civil service Captain experience led to. The Captains knew when they needed to tell the Chief's staff downtown to shove it to do their job and keep crime under control. The Majors are too worried about their paychecks taking a hit if they get fired.
