I'm not going to get into all the reasons this is ill-advised, I'm sure that'll be covered by many others. I just can't get over how the public never pushes back on the idea that community services "bridging the gap" is what will be effective in convincing dope dealers and turds to quit killing people. And yeah Chief, we can arrest our way out of this. We just aren't going to receive the support from you and the mayor to do so.
