I'm not going to get into all the reasons this is ill-advised, I'm sure that'll be covered by many others. I just can't get over how the public never pushes back on the idea that community services "bridging the gap" is what will be effective in convincing dope dealers and turds to quit killing people. And yeah Chief, we can arrest our way out of this. We just aren't going to receive the support from you and the mayor to do so.

WLKY has the FOP's reply. Notice the Chief never even mentioned it to the FOP until he made it public that he was going to do it. He, the Mayor and their minions don't care what the officers think and never will. At least David James is calling them out on their plan to once again cut street detectives to make up for shortages in patrol, instead of hiring more officers to keep up with retirements and the increased crime rate.

"Lodge 614 was not notified in advance or asked for member input regarding the recent reorganization at the LMPD. I was notified via a phone call the day before the announcement was made. We believe that our department needs a full time SWAT component and can definitely benefit from an enhanced narcotics division. However, we believe that dismantling the flex platoons in each of the eight patrol divisions should NOT be considered and will take an important option away from division commanders to combat crime and narcotics trafficking in their respective divisions. These Flex platoons are currently staffed with 50+ detectives and sergeants who work very hard to address the thousands of drug complaints and quality of life issues submitted by citizens each year. My members are very surprised, concerned and upset with this decision. I have reached out to officers, detectives, commanding officers, the chairperson of the Metro Council Public Safety Committee and other Council members and have yet to find anyone who was consulted about the decision to dismantle these units or the effect it will have on my members or the citizens of Metro Louisville.”

A source inside a closed-door, officers-only union meeting at the FOP Lodge on Tuesday night told WAVE 3 News that Union President Dave Mutchler will meet with Mayor Greg Fischer's office Wednesday to express the union's opposition to the proposed changes, the most controversial of which is disbanding FLEX platoons in every division. FLEX platoons are typically used to address less serious crime, in addition to quality-of-life issues, within neighborhoods. Those responsibilities would shift to patrol officers. Sources told WAVE 3 News the FOP also plans to enlist the help of several Metro Council members, including David James, Cheri Bryant-Hamilton and Jessica Green, to pressure Conrad to keep the FLEX platoons in tact. James told WAVE 3 News he will call a special meeting of the Public Safety Committee next week to discuss the issue, and Conrad will be asked to attend that meeting.

Should Conrad reject calls to abandon his proposed reorganization of department staffing, specifically disbanding the FLEX platoons, sources told WAVE 3 News the FOP will call an emergency meeting and hold a vote of no confidence on Conrad, and possibly members of his command staff. Sources said without Conrad reversing course, that vote of no confidence could happen within two weeks.

Fischer didn't want $70,000 in overtime funding going to the 7th Division Flex from Councilwoman Madonna Flood. He's afraid other councilmembers will follow her lead.

The only employees who are entitled to that financial gain are the Kessingers.

6 LMPD big shots giving a presentation to 4 people. Nothing says "nobody cares" better than that. The US didn't have riots, a heroin epidemic, monthly terror attacks or surging homicides in major cities until Barack Obama got into office. His ideas don't work, and neither the command staff or their counterparts in other agencies are imaginative enough to come up with their own plans.

LOUISVILLE, KY (WAVE) - Maintenance issues inside the Louisville Metro Police Department Headquarters have prompted an investigation by the Occupational Safety & Health Administration. Pictures show trash cans spread throughout hallways to catch leaking dirty water, tiles missing from the ceiling and pipes that are falling apart. "The smells are horrendous," "One person described the black mold as so bad it looked like a tree was coming out of the wall." They have gotten about 400 calls about the conditions inside LMPD Headquarters in the past two weeks. Some complained about headaches, breathing problems and others of more serious health concerns. "A few of them have come in and said ‘I've went to my doctor and my doctor related it to the black mold,’" Winton said.

While the attorneys gather their possible case, they say it's now the inmates and police who need some protection. "A lot of these employees are very proud and they love their job. I think some of them are a bit scared, but, but they don't think it's fair," Hiestand said. Louisville Mayor Greg Fischer and Chief Steve Conrad declined to comment. There were some rumors that Headquarters was going to be moved to another building three blocks away, but a city spokesperson said, "We have no plans to relocate LMPD at this time."

No more Flex? So does this mean a young officer will have to stay on the beat much longer than 3 years because there won't be any spots in the divisions. I have 2 years on and I never want to be a division detective. So what are my options?

This case demonstrates how completely useless Kentucky's courts and laws have become and why they fail to protect the public from killers. This woman admitted to murdering her boyfriend, but her case was overturned because one of the jurors who convicted her was a convicted felon. At least most felons don't want killers like her walking around, unlike the liberal attorneys.

"Police detectives said they were stunned by what Hubers said. “He’s very vain. One of our last conversations we had that was good was that he wants to get a nose job,” Hubers was recorded telling police. “And I shot him right here. I gave him his nose job he wanted. I broke it.”

I appreciate Mutchler and James talking about this.. But why has it taken 10 years to talk about these events... I think we do 50 plus events where we are sent ON DUTY from our regular duty to provide free security... I guess since crime is finally catching up with Louisville its time to talk about it.. Funny when crime is low the Chief says our Strategies are working and when crime is high we cant arrest our way out of this problem and its a national trend.... I still say with a weak leader... low morale, no retirement, unknown 401k, $800 a month health insurance, no take home car for 3 years, Ferguson effect, police killings, 50 details, that take 1000's of man hours off patrol, lowest starting pay of anywhere in the region maybe country for a dept our comoarable size... THE LIST GOES ON AND ON AND ON....

FOP: Staffing Louisville's special events diverts officers, makes city less safe

. - LOUISVILLE, KY (WAVE) - In fewer than five days, LMPD's officers' union has shifted the pushback to Chief Steve Conrad's staffing reorganization from a vote of no confidence in the man and his plan, to the mantra, "too few in blue, doing too much."

"We have dozens and dozens of private events that are receiving free security from Louisville Metro Police officers who are on duty," Dave Mutchler, President of the River City Fraternal Order of Police said. "The reason the Department feels it has to disband our FLEX units is because we don't have enough people to say we want to beef this up."

The FLEX units have been the ground-level troops in LMPD's fight against gang violence and drug traffickers. Conrad has proposed shifting most of their 55 members to a strengthened narcotics unit and to a full-time SWAT team.

"We need both. We need manpower," David James (D-District 6), who chairs Metro Council's Public Safety Committee, said. "We're taking police officers off of the streets in order to do these special events.

Neither James nor Mutchler disputes the need for all hands on deck during the Kentucky Derby Festival and for the services and funeral procession following the death of Muhammad Ali.

Officers were able to apprehend two juvenile suspects quickly when two teenagers suffered gunshot wounds at the Pegasus Parade on May 4. Ali's passing captured a worldwide audience, who witnessed violent crime declare a cease fire in the seven days from his death to burial.

"But there are dozens of events where sponsors are paying half the cost, or none of it, and it's taking officers way from their regular duties," Mutchler told WAVE 3 News on Monday.

He was compiling a list of such events, as well as the manpower allocated and its costs, using open records requests. He plans to make his case when James' council committee meets Wednesday afternoon.

"It doesn't just affect that day," Mutchler said. "I'm not at work when I'm supposed to be at work later in the week, because you have to give me an off-day."

"I can't tell you whether we need 300 more officers, which is what comparable-sized cities have," James said. "I can tell you we need at least fifty now."

A spokesman for Mayor Greg Fischer referred all questions regarding paying for protection back to LMPD. But, in a written statement, Fischer is quoted as praising Conrad's "proactive approach to making our city safer."

"Chief Conrad's staffing changes will provide more resources in the neighborhoods seeing a spike in crime," the statement read.

Who should pay is a valid question, Mutchler and James agreed.

"There is an influx of money spent here when these things happen," Mutchler said. "But at what cost?"

"Do we look at raising a tax or creating a tax?" James asked. "Maybe there's a case to be made for a public safety tax. We see the toll the crime is taking."

EMS can't find qualified applicants either. The Mayor's cuts to pay and benefits and the state legislature's cuts to retirement are putting the people of Louisville at great risk. It's obvious that Conrad is just his water carrier.

The Operation didn't work. The task forces haven't worked. Viper didn't work. The 9th mobile hasn't worked. The community services unit and disbanding flex won't work. It's time to be honest with the people in the affected parts of town that they are in danger and the police are incapable of stopping this crime surge.
