Exactly right! But you are supposed to be too stupid to realize that. They will argue you down until the next full moon that a full time SWAT team is justified. I am beginning to think Conrad is a puppet on a string. This COULD NOT have been thought through wisely.

The crazy part is.. You take flex out of the equation and you take away at least 30-40% conservatively of all the search warrants that swat executes.. So now what?

It won't take long before you start hearing stories about how morale is low on SWAT and how the turnover is getting high. This is what you can expect:

After about 3 months or so the SWAT members will complain how this is not what they thought it would be. How all they do now is serve BullÅ›hÌt misdemeanor warrants, serve stupid MIWs. It will get old just wait and see.

You are living in the past. Louisville's per capita homicide rate is far worse than the average major city this year, including NYC and LA. You aren't aware of this because the department is still pretending this is a safe city. Its only safe if you stick to the mostly white neighborhoods. The west end is as violent as all but a handful of neighborhoods in Chicago and much more dangerous than downtown Chicago.

In 2016 Louisville has had 84 homicides 261 days into the year. At that rate we will have 117 by the end of the year. This rate is 18.8 per 100,000 people in LMPD's jurisdiction, which is a little below Miami and Oakland, and higher than Cleveland, Philadelphia, Washington DC, Chicago, Milwaukee, Houston, Boston, Las Vegas, Tampa, Minneapolis, Phoenix, San Antonio, Nashville, Orlando, Los Angeles, San Francisco, Denver (home of Bob White), Portland, New York City, Seattle, and El Paso. If Louisville doesn't need full time SWAT or a gang unit, then you should explain why none of those cities need them either.
