This is what happens when you don't put the worst of the street thug sh-theads in jail and keep them there every chance you get, even if it's just a year in jail for a misdemeanor. You have to identify them to do that, otherwise the system wants to put them back on the street. Early release just gets innocent people raped, robbed or killed.
"Gipson said the first occurred near the intersection of S. 3rd Street and W. Gaulbert Avenue. According to Gipson, a female victim was carjacked by two black males, then sexually assaulted. "That victim was told to leave the area, at which point she did," Gipson said. "But the suspects kept the car." The second sexual assault took place the next day, near the intersection of S. 7th Street and W. Shipp Avenue. "The following day, the suspects, using the first victim’s car, forced another female at gunpoint into a car," Det. Gipson said. "A sexual assault occurred. The female was ordered to flee or be injured, at which point in time she did. The suspects then also fled that car and set it afire."

LOUISVILLE, Ky. (WDRB) -- A man is dead after a shooting near Iroquois Park. It happened around 2:30 a.m. Friday on Esplanade Avenue. Police say a homeowner shot and killed a man in what they're calling an attempted burglary. No word as to whether the homeowner will be charged with a crime.
LOUISVILLE, Ky. (WDRB) -- LMPD confirms two people are dead following a double shooting on Gerald Avenue. That's off Nancy Lane near Greenwood Road - about a mile Pleasure Ridge Park High School. Police believe the shooting was a result of a home break-in. Police haven't released any details about possible suspects. These are the 83rd and 84th homicides in Louisville in 2016.
LOUISVILLE, Ky. (WDRB) -- The scene from the Shelby Park neighborhood hasn't left them, and the moments of sorrow almost feel like too much to handle. "Some ask me how do I do it? I don't know how do I do it," Angela Williams said. Three weeks ago, Angela's son, 18-year-old Cameron Pugh, was shot and killed while walking near Kentucky and Hancock. Larry Brewer, 22, was also killed in that shooting. At this time, no arrests have been made in the double homicide. The Pugh family says investigators have told them this is the top case they are working on, but still they want answers.
LOUISVILLE, Ky. (WDRB) - Louisville has reached an unwanted milestone just a few days into September. There have been 80 homicides so far this year. It's the same amount LMPD detectives investigated in all of 2015. "It's like younger ones just killing each other," said Donnisha Conley "It's just getting worse and worse by the day," Reva Allen told WDRB News. People are getting killed in their homes, cars and on street corners. Their deaths are rippling through the community. "One of my close friends was a victim to gun violence recently," Conley explained. "I would have never thought that I would be working with a 17-year-old boy who was shot," said another woman who talked with WDRB News Saturday. This spike in violence has people thinking about their safety. "They thinking if I'm walking down the street to pick up my child from the bus stop, will I be accidentally hurt," asked Allen. And as the city counts down to 2017, the number of murders in the metro is expected to hit triple digits.

LOUISVILLE, Ky. (WDRB) - LMPD Chief Steve Conrad and Louisville Mayor Greg Fischer announced several changes within the police department Friday.
Officials say they will no longer use FLEX Units. Officers in those units are dedicated to investigating drugs and violent crime and can go undercover. Currently, each of the department's eight divisions has a FLEX Unit, so officers can focus on a specific area.
We're told officers in the FLEX units will be reassigned and some may transfer into the Narcotics Unit, which will expand.
During Friday's live news conference, Conrad said addressing the city's violence will require a comprehensive approach, and that "we can't arrest our way out of our problems."
One of those problems, Conrad says, is distrust of police. To help rebuild that trust, Conrad says a community services division is being created, which will include a new community policing unit made up of 10 officers. One of those officers will be assigned to monitor social media.
Conrad also says it will create a full time SWAT Team that will have 20 officers assigned to it. Currently, the LMPD SWAT team is only part-time.
In addition, he says the city recently rehired 17 recently retired officers to get more people on the streets.
In the coming weeks, Conrad says more changes will be announced. He says they will continue to try "to find the right mix of personnel" to have the greatest impact on crime

You are guaranteed to get promoted by the Louisville Metro Police Department if you're a Kessinger. Too bad for Despain, had he stayed married to Kim, he'd be a Major too! It's all about the money and title for that family.
Look at at all the overtime Todd Kessinger has made just by going out to all the homicide and shooting scenes. Why a Lieutenant is needed at every scene is a huge mismanagement of overtime. Obviously Conrad is not paying attention to how much this Lieutenant is earning in overtime. This department cant move forward due to all the family ties to include politics from the Mayors Office.
This Chief and his staff only look out for themselves and obviously their family ties. You take care of me and I'll take care of you and CRIME IS STILL ON THE RISE.
