I can't even imagine who would be urinating or defecating outside of a restroom, but if the cleanup bill turns out to be $1000 or more for the cleanup, then they should be charged with Criminal Mischief 1st. Put up hidden cameras to catch them. The city should fire all of the civilians over building maintenance and hire a company to do it. It's that simple.
