They had a lot of help from the Chief and his staff, a couple of whom actually made arrests during their earlier years. Nobody would have picked them as the natural leaders of this department. It took Greg Fischer's misplaced priorities to hire this motley crue. If David James beats Fischer in the next race, it will still take a several years to get the department back to being an effective law enforcement agency.
