I assume they don't work at a local (division) level, but I'll openly admit I don't know. The squeaky wheel gets the grease, just like 9th mobile spends most of their time in the downtown divisions, leaving county divisions to handle their own issues (burglars, violent felons, car thief, etc...). It's not a knock on anyone, it makes the most sense to put additional resources where the problem areas are. It doesn't mean that county divisions shouldn't have a unit (flex) that targets individuals in that division.
Again, I'm not a huge proponent for flex (most seem to rest on their laurels), so if you have a better idea, make a suggestion. I also assume (again, not a subject matter expert) that those full time SWAT teams spend a lot of time doing maintenance on their equipment, training, working details, etc...
