SRT is a tripwire for small riots, not big ones, and it's usually a long wait until the national guard shows up. City blocks usually get burned to the ground in the interim period. Louisville hasn't had any serious riots in years. Imagine if all those wayward youth decided to torch downtown instead of go home peacefully a few years ago. LMPD isn't ready for that.
