Metro is responsible for the lack of raises that keep up with inflation and the big increase in medical costs. The state is responsible for getting rid of retirement, retirement cost of living raises and KLEFP staying the same for decades. The person in the mirror can't force the powers that be to do anything. They have done a fine job of ignoring everyone for many years, including all the people getting murdered in the parts of town the Mayor rarely goes without a small army.
