Agreed, but I think you might have to view this in context. 10-20 years ago, you would have over 2,000 applicants for a class of 30-40 recruits and back then, running two classes back-to-back was very rare. It was much easier to simply pass over individuals with criminal records, smudges on thier background investigation, serious admissions in the interview process or that were "on the bubble" in the psychological examination. Now, we only have possibly 200 applicants for a class of 30-40 recruits
