The gangs advertise themselves, like this graffiti in Beechmont, but it's hard to get noticed when Command's heads are stuck firmly in the sand under the Mayor's heel. After hearing the Chief go on and on about how the solution is getting guns off the street and social workers, I have concluded he has no idea what to tell officers to do. They don't even have a gang unit. That would be the 1st step at LMPD, not pointing at everyone else who has to fix the problems.
