Imagine if the citizens ever got mad enough about the crime surge caused by hug-a-thug policing and revolving door courts to elect council members like him. It could be a much safer city. If they want to blame somebody for the police not doing anything, then they should start with themselves and then move on to blaming those they blindly elect to City Hall every 4 years. They dictate how the department polices the streets, or doesn't.
