You must work in an office near Jefferson Street. There's this concept called "proactive policing" that prevents crime by taking dangerous people off of the streets before they murder. Homicide is "reactive policing" that removes criminals from the streets after they murder, which might prevent them from another murder in the near future. The courts and politicians of Louisville have this concept called "hug-a-thug" that stops both concepts from working most of the time.
